JEFFERSON CITY, Mo. — Voters in Missouri will decide on Tuesday whether recreational marijuana should be legal for those 21 and older.

In addition to bringing more jobs to the state, Amendment 3, if approved, is expected to bring in millions of dollars in revenue. While growers, manufacturers and dispensary owners are asking voters to vote “Yes” in the referendum, the head of state is opposed.

“I don’t think the time is right, right now, but we’ll see what happens,” Gov. Mike Parson said.

Parson has previously criticized the amendment, calling it a disaster. Legal Missouri 22 is the campaign behind the initiative petition asking voters if those 21 and older should be allowed to buy, grow, and use marijuana recreationally.

“We know we have a mental health issue, we’re talking about addiction,” Parson said. “I’m not sure adding anything else to that at this point is a very wise decision to do.”

Amendment 3, which will appear on all statewide pollsconsists of the following language:

“Do you want to amend the Missouri Constitution to:

  • remove state prohibitions on the purchase, possession, consumption, use, delivery, manufacture and sale of marijuana for personal use for adults over the age of twenty-one;
  • requiring a personal cultivation registration card with prescribed limits;
  • allow individuals who have committed certain non-violent marijuana-related offenses to seek release from incarceration or parole and probation and have their records expunged;
  • establish a lottery selection process to award licenses and certificates;
  • issue licenses equitably distributed to each congressional district; and
  • impose a 6% tax on the retail price of marijuana for the benefit of various programs?

Legal Missouri 22 said the vast majority of people who have committed a nonviolent offense receive citations for simple possession or arrest for possession of less than 35 grams. Allowing Missourians 21 and older to possess up to three ounces at a time would be the second-highest possession limit in the nation.

Susan Griffith is one of the owners of CAMP Cannabis, a grow facility in St. Louis. After she and her partner received their medical marijuana license in 2018, she wants to expand the business.

“We’re statewide now,” Griffith said. “We are growing every day, we receive new orders every day.”

CAMP currently uses approximately 40,000 square feet of the 100,000 square foot facility. The company grows 26 different cannabis strains, but only 10 are sold statewide.

“As we build, certainly once we start adding our rooms, if we have 33 employees right now with four rooms, when we get to 12 rooms, we’re looking at almost 100 employees and that’s really just for the growing area,” says Griffith.

She served on the drafting committee of Amendment 3, which would tax recreational marijuana at a higher rate than medical. Currently, medical patients pay 4% sales tax. If approved by voters, the recreational pot would be taxed at 6%, then municipalities could add another 3%.

“There are people in our state who travel out of our state to buy products and pay exorbitant amounts of money, and they can stay here now,” Griffith said.

Griffith said she and other industry players want to compete with states like Illinois, which have already approved recreational use. In Lincoln country, products purchased for recreational purposes are taxed based on the amount of THC.

“A lot of people cross the river for gasoline, tobacco and alcohol and I think we’ll gain a lot of consumers in that regard as well,” Griffth said.

The two female partners who own CAMP Cannabis were both previously in the medical field. After voters endorsed medical marijuana in 2018, Griffith said they wanted to be part of the industry.

If passed Nov. 8, medical marijuana dispensaries, grow facilities and manufacturing license holders would first have the opportunity to apply for a full license to sell medical marijuana and recreational; after that, a lottery system would be used for an additional 144 micro licenses, but those who get the smaller business license would also have restrictions on who they can sell their product to.

According to the amendment, those 144 micro-licenses would be issued in three different waves, giving six licenses in all eight congressional districts at once. Under the micro-license, grow facilities will be able to grow up to 250 plants.

Jason Nelson is the managing director of BeLeaf Medical, which operates three production sites, two manufacturing plants and five retail outlets in the St. Louis area. If approved, he said BeLeaf Medical would double its number of employees and help the state from a public health perspective.

No words can ever do justice to the uniqueness of Father Marius Zerafa, OP. His spirit was renowned and his personality filled the rooms with the light and love he embodied so warmly. It’s no surprise that he regularly replies “If I got better, I’d be dangerous” when asked how he was doing.

My “ugly cousin”, as I called him, was brave and had a great sense of humor. Honest, humble, hard-working and endearingly hard-headed. He was inherently kind and empathetic by nature, never too busy for anyone who asked for his help, never expecting anything in return. He lovingly introduced me, saying, “He’s my favorite cousin.”

A conversation with him at the priory or in a nearby cafe was usually followed by a tour of his cell and studio which housed his works of art and “true fakes”, spilling out into the adjacent hallway. Visitors were greeted by a sign reading “Bless this mess!”. A free spirit with a magnificent soul, those who have crossed paths will surely agree.

Others who may not know him will notice that his formidable persona shines from the first pages of his as yet unpublished book, Memories, which he completed a week before his disappearance. His many accomplishments, vast and impressive as they are and have been, need not be repeated here.

My earliest memory of him as a little girl is when he helped my dad decide on the most appropriate place to hang a large picture at home. In the end, it was hung in the only suitable place available, above a fireplace, on the condition that we never had to relight the fire again.

I felt disappointed as I liked to roast chestnuts over the flames and thought it was cheeky of her to order us. At the time, I never imagined that, in the years that followed, he would become an integral part of my life – my teacher and mentor and, later, my rock and confidant – whom I loved to all heart.

It was that of my grandfather, Paul Boffa, the greatest admirer-Lara Boffa

We talked a lot and at length. Art, his “Ziju Pawl” and politics were always on the agenda. We became close when my late father first fell ill 20 years ago. He loved her very much and I think that’s when he decided to take me under his wing. I remember with emotion that we cleaned together old paintings on the surface, listening to Edith Piaf in the background.

When he traveled together, he always promised me “a VIP tour and the best ice cream in town” wherever we went. The many friends who have traveled with him know that a pair of good walking shoes is essential, as is the stamina to keep up with him.

More recently, his advice was most important to me. He never stopped thinking – worryingly sometimes – of everyone: his former colleagues at St Albert College, his fellow Dominicans, his family, his friends and his students from all over the world. He recited to them daily the prayers of Saint Thomas Aquinas.

He loved his Zerafa and Boffa families beyond measure and he would quote Dodie Smith’s play, Dear Octopus, if either of us acted. But his greatest passion was art: local and foreign artists, all the great masters and, above all, Caravaggio. He was the mastermind behind the successful recovery of Caravaggio’s St. Jerome which had been stolen from St. John’s Co-Cathedral in the 1980s. He risked his life and his sanity, and faced the threat of being kidnapped in the process, all for the love of art.

Malta is extremely indebted to him.

He was the biggest admirer of my grandfather, Paul Boffa. I believe my cousin was the truest “Boffa” of all of us. It is by virtue of his endless admiration and loyalty to his uncle that the related historical accounts have been rectified over the decades and the memory of Sir Paul Boffa lives on.

We managed to celebrate his 93rd birthday over dinner on October 13th. He didn’t want a big party but jokingly said he wanted to meet his parents and friends over a week of booze. Ninety-three and, nevertheless, younger at heart than I; there was half a century between us. Recently he has worked tirelessly on the restoration of Deporres Hall and his fraternity church in Sliema.

At the hospital, he told us he hoped to be home on Tuesday, due to his many commitments. He was right, he was back home on Tuesday but that’s because we met to sadly say our last goodbyes. There were more projects in the pipeline. “You still have to have chaos in yourself to give birth to a dancing star”, he said of Nietzsche, with his contagious smile.

There was a different glint in his eyes over the past few months. “I’ve lived a full life. No regrets.” That’s what he told me on what was to be his last day, his departure for “new pastures”. I’ll never forget what we said to each other during our last conversations and I will surely keep all the promises I made to him.

As usual, he looked me straight in the eye before I pulled away from his side, flexed his arm and clenched his fist – shaking it in a sign of his tireless strength. “Coraggio,” he said loudly. We hoped against all hope that he would return to what he always called his “normal abnormality” state, but our hearts told us otherwise.

First-look images and drone footage of Dubai’s new Atlantis The Royal hotel have been revealed ahead of the opening of bookings for stays on Monday.

The resort sits on the Palm Jumeirah archipelago of man-made islands and has an eye-catching design that stands out even among the best-selling buildings in Dubai’s cityscape, with 795 rooms from $850 a night (£730) spread across on six towers and arranged in blocks reminiscent of a game of Jenga.

The “crown jewel of Atlantis The Royal” is an open-air “entertainment experience” that bridges the middle of the resort on the 22nd floor and features a 90-meter (295-foot) infinity pool. long. Other highlights include Heston Blumenthal’s first-ever cocktail bar, with “the world’s largest jellyfish aquarium”, the first-ever Nobu restaurant swimming pool and beach club, two kilometers (1.2 miles) from private beach – and “fire-breathing” water fountains.

The resort’s most popular rooms — a sister property to Atlantis The Palm — will be the 44 luxury suites and “signature penthouses,” all of which feature private infinity pools, “butler service, elite” and pillow menus featuring mini versions of every variety, from buckwheat to memory foam.

All rooms, according to the resort, “will offer ultra-luxe touches” that include “a bespoke selection of amenities from luxury brands such as Hermes, Frette and Graff.”

And they’ll also be state-of-the-art, with guests able to control their room’s thermostat, lighting, TV, and other amenities through their cell phones.

Food and drink options will also be exciting, we’re told, with dishes from “pioneering chefs” and “spectacular experiences” at 17 restaurants and bars.

The complex will include a cocktail bar by superstar British chef Heston Blumenthal which houses a 6.5 meter (21ft) high aquarium housing 4,000 moon jellyfish.

Superstar British chef Blumenthal’s cocktail bar is set to be one of the most photographed, thanks to a 6.5 meter high aquarium housing 4,000 moon jellies.

Titled Resonance by Heston Blumenthal, this new concept “will deliver memorable dining experiences through thoughtful, meticulously crafted and intricate cocktails, food and theater.”

The complex will also house an outpost of Blumenthal’s Dinner restaurant, the original of which in London boasts two Michelin stars.

Other “culinary icons” launching restaurants at Atlantis The Royal include Gaston Acurio, Ariana Bundy, Costas Spiliadis and Jose Andres.

Partygoers looking to party the night away, meanwhile, will want to head to the 22nd floor entertainment venue – Cloud 22.

There’s also a “night party experience” next door on the 22nd floor of the pan-Asian restaurant Ling Ling – plus “360-degree views of the Arabian Gulf and the sparkling Dubai Skyline”.

Customers will also, no doubt, be wowed by the water fountains, which have been “designed by the world authority on water features, Wet Design”.

Texas-based entrepreneur and content creator Ashley Massengill showed off the stunning exterior and interior of her stunning mansion.

The African-American business owner gave her more than 431,020 Facebook followers a glimpse inside her residence as she listed the features.

”When I say “I AM IN PARADISE”, I am talking about my HOME, I have created my permanent vacation! So much so, that people never want to leave if I didn’t love traveling so much, I’d probably never leave myself, ” Massengill shared with photos.

According to Massengill, she plans to renovate her residence to add a full-service salon. People were blown away by the elegant features of her home.

The Cuban Tourist Board hosted nearly 200 travel advisors and industry executives on Thursday evening (October 20) at Palace of Weddings and Congresses of Treport in Toronto to update the industry on a “new and better Cuba”.

This included the island’s new advertising campaign, a travel app, a new specialty program, new destinations, more flights and improved services.

Unica Cuba Party, the tourism board’s first live event in three years, began with a trade show, where travel advisors had the opportunity to meet fourteen major Canadian tour operators, airlines and hotel partners, including Air Canada Vacations, Barcelo Hotel Group, Be Live Hotels, Blue Diamond Resorts, Gaviota Hotel Group, Gran Caribe Hotels, Hola Sun, Kempinski Hotels, Melia Hotels International, MGM Muthu Hotels, Sirenis Hotels, Sunwing Vacations, Swoop and Transat.

The evening continued with dinner and a presentation featuring live music from cuban salsa and dancers from Cuba who gave guests a taste of Cuban rhythms.

“It’s a beautiful and incredible evening” Lessner Gomez, director of the Cuban Tourist Board in Toronto, told the audience. “The country is emerging better and better, modern and sustainable, ready to host the Canadians for another successful winter season.”

As part of his thanks to the travel industry, Gomez shared that Canadian arrivals have increased to Cuba this year, totaling 340,876 so far, and that the winter season is expected to go the same way as in 2019.

In an interview with paxGomez shared that Cuba has used the past two years to improve tourism infrastructure, including renovating many hotel properties.

Since the start of this year, Cuba has lifted all COVID-related travel restrictions, and excursions and nighttime entertainment have resumed. The country is open and all facilities are fully functional, Gomez said.

Gomez shared with pax that the tourist board currently sees more than 100 flights per week from Canada to Cuba and expects this figure to increase further with continued trade support.


“It is very important to thank our Canadian tour operators and airlines for the support and hard work they have given Cuba during this difficult time, especially our travel agents,” he said.

Gomez specifically cited the efforts to increase airlift post-pandemic by Air Canada Vacations, Hola Sun/Caribe Sol with OWG Airlines, Sunwing, Transat, and Westjet.

Swoop Airlines will begin its seasonal, non-stop service between Toronto and Varadero on January 11, 2023.

Improving Wi-Fi

Among the biggest improvements around the island are Wi-Fi and internet service. Gomez shared with pax that to date, Wi-Fi infrastructures have been installed in nearly 85% of hotels in Cuba.

Currently, more than 347 hotels offer free Wi-Fi access in their hotel lobby, pool areas and in some rooms. There is also free WiFi in most VIP sections of the airport.


By the end of 2023, 100% internet connectivity should be achieved, according to the tourism board.

Currency changes

Gomez updated the public on changes to the island’s currency, where the The CUC has been withdrawn from circulation and payment can now be made in resort areas with debit or with Visa credit cards (no cash).

Prepaid cards are available in most hotels and tourist establishments in Cuba for visitors who do not have a credit card.

Tourists only need the Cuban Peso (CUP) if they are traveling outside the tourist areas. They can exchange their Canadian dollars for CUPs at airports, banks, hotels and exchange houses (CADECAS).

The Cuba Tourist Board says arriving passengers in Cuba could become easier.

By using the new D’VIAJEROS websitepassengers will be able to complete the health certificate and customs declaration 48 hours before arrival, which will make the airport process more efficient.

Tourist cards are still distributed on planes. However, Lessner hinted that this may change soon.

New destinations and hotels

This winter, there are new destinations and hotel openings in different parts of the country, including:

Holguin

  • Hotel El Tesoro del Atlantico by Gaviota Hotel Group will be the first resort to open in an all-new destination called Peninsula of El Ramon de Antilla. This region is known for its secluded beaches and its proximity to the Alejandro de Humboldt National Park and the protected natural areas of Pinares de Mayari and Cayo Saetia.

  • The Gran Aston Paredon Hotel by Aston Hotels is a brand new island that just opened, nestled between Cayo Coco and Cayo Cruz, approximately half an hour from the Cayo Coco airport, where guests can enjoy this pristine beach and spectacular for which Cuba is known, laid back atmosphere and water sports.

Havana

  • The Mystique Regis Havana by Royalton Hotels

Varadero

  • Sol Caribe Beach by Melia Cuba Hotels with 393 rooms.

Trinidad Cuba

  • At the beach of Ancon, the five stars Melia Trinidad Peninsula by Melia Cuba Hotels will add 400 rooms to the Trinidad destination.

Destination Cayo Largo

  • On November 4, an improved Cayo Largo destination will reopen for Canadian travellers. All hotels will be managed by Blue Diamond Complexesand they will be completely renovated and ready for the winter season.
  • David WrightSales Manager, Ontario and Atlantic Canada for sunwing shared with pax the excitement of the business of having eleven hotels on the island, ranging from large-scale properties to smaller villa-type accommodations. Travel Specialist Certification Program

It was also announced that a hybrid Cuba Travel Specialist Certification Program will be launched in 2023.

Upon successful completion of the program, travel counselors will receive the following benefits:

  • Certificate of graduation as a Cuba Specialist presented personally by the Ministry of Tourism of Cuba
  • VIP on arrivals and departures at all airports in Cuba
  • VIP invitation to most FAM TRIP by Cuba Tourist Board
  • Free upgrade at all hotels in Cuba
  • Discount on local excursions while visiting Cuba
  • Annual recognition to the top seller to Cuba with a one-week all-inclusive vacation prize
  • Top sellers Agents will be listed at www.gocuba.ca

Tourist guide App

A new app was also announced. It is expected to be released at the end of 2022. 

This app serves as a tourist guide for clients and travel consultants to find out more about Cuba’s different destinations. With this application, they can build their itinerary, reserve tours, hotels, and other services, and make other reservations.

Unica Cuba

Launched earlier this year, the tourism board shared that a new marketing campaign will be in full swing by the end of the year.

UnicaCuba promotes the unique character of the country, its distinctive culture, its history, its traditions, its beaches, its nature, its safety and, most importantly, its unique people as the best ambassadors of Cuban tourism.

Throughout the campaign, Cuba aims to show how it combines tradition and modernity and is a warm and welcoming country for international tourists and business travelers.


Gomez concluded, “Unica because of the Cuban people; it is the Cuban people who make Cuba Unica”.
